Are the vehicles parked on a city maintained street or is it a private street? If city maintained, you should post this issue in Parking Violation/Abandoned Auto. Depending upon what the parking regulations are, you may be able to get these vehicles ticketed and/or towed. If it's a private street, you would then need to call a towing company. If the vehicles are in violation, typically the company will tow the vehicles upon request.
