I take recycling very seriously! When I see the recycling bins in a disarray like this, I feel the city doesn't taking recycling too seriously. I don't mind having to cart my things over to the bins but it appears that my conscientiousness is all in vein, considering most of the tainted bins will go to the garbage dump instead of through the proper recycling channels. There are such things as remote cameras these days to monitor when someone is dumping their furniture and old tires at the bins. You could also consider use a locking gate and issue codes to get in the gate to customers paying water / sewage bills. Usually people who illegally dump are not paying for trash service. Also, the locked gate may promote the idea that the bins are being monitored and those who are dumping illegally may not do it so freely.
